Founded in 1973, Scottsdale Training and Rehabilitation Services (STARS), formerly known as Scottsdale Foundation for the Handicapped, a 501 (c)3 non-profit organization, has been committed to providing services to adults with disabilities throughout the metro-Phoenix area. STARS participants each have individual needs and circumstances, including developmental and learning disabilities, traumatic brain injury, autism, Down syndrome, cerebral palsy, seizure disorders or other cognitive, physical, and sensory challenges. STARS serves as a lifetime support system for their participants and their families.

The Osborn facility is home to three Day Treatment classes and one of STARS' Work Centers. It also houses STARS' administrative offices.

In late 2010, STARS established the new Cholla Special Needs Community Campus in partnership with the Scottsdale Unified School District. The Campus has Day Programs, Work Center, Community Based Employment Services and STARS' Transition Program.
